Public Housing
RHA manages several apartment communities for low-income families, the elderly and/or persons with disabilities.
Liberty Gardens Apartments: ~180 units for families, one- through four-bedroom units, including accessible units.
Colonial I Apartments & Colonial II Apartments: High-rise communities dedicated to elderly/disabled.
Housing Choice Voucher (Section 8) Program
RHA administers the Section 8/Housing Choice Voucher (HCV) program in the City of Rome. This program helps low‐income families rent decent, safe housing in the private market.
Under the program, RHA pays a subsidy to the landlord on behalf of the family; the family pays the difference between the rent and subsidy.
Accessible & Senior Housing
RHA’s properties include units and buildings designed for accessibility and targeted to seniors or persons with disabilities. For example, Colonial I & II are ideal for elderly or disabled tenants.
RHA is fully accessible and accommodates disability access needs.
Energy Efficiency / Sustainable Housing Projects
RHA is involved in sustainable housing: The Colonial II Apartments project is noted as the first in New York state to achieve net-zero carbon emissions via a geothermal heating/cooling system.
Tenant Services & Community Programs
RHA offers community/tenant-oriented programs beyond basic housing.
RHA provides preliminary application information, employment opportunities, RFPs, and other resources for both current and future tenants.
